Decisions Need South Bay Representation

391 (Lieu) expands the South Coast Air Quality
Management District (SCAQMD) Board of Directors to add a
representative for the South Bay. The SCAQMD is the air
pollution control agency for all of Orange County and
the urban portions of Los Angeles, Riverside and San
Bernardino counties.
In its history, the SCAQMD Board of Directors has changed or
altered membership six times. Of the multi-county air
quality management districts in California, it is one of the
smallest in board membership, but serves the largest
population (16 million). Between July 2004 and June 2006,
businesses in Western Los Angeles County cities were
penalized nearly $10 million, ten times that of any other
region in the District’s jurisdiction. It is clear that the
Western Los Angeles County cities’ are shouldering a
significant financial impact. The majority of the businesses
identified as the top 100 polluters are in the Western Los
Angeles County cities (excluding the City of Los Angeles).
The Chamber believes the region is being impacted by the
decisions of the SCAQMD but does not have a voice at the
table. AB 391 will provide cities, such as Redondo Beach, in
the Western Sector of Los Angeles County to gain that voice
on this important government agency.
