City Council Agrees With Chamber,
HT Grill Appeal Granted!

On April 19th,
the Redondo Beach City Council chambers were packed with
citizens waiting to testify about the move of HT Grill to
the property previously known as Legacy. Citizens spoke
passionately on both sides. Neighboring residents expressed
concerns about the potential noise restaurant patrons who
may have been drinking late into the evening will make on
the way back to their cars. Just as passionate were
residents who argued that HT Grill should not be punished
for previous operator’s bad management.
Additionally,
they made a case that HT Grill is a first-class operation
with an excellent reputation that will work with its
neighbors to ensure their quality of life is not disrupted.
The Redondo Beach Chamber raised economic concerns about
this key commercial property. Over the years it has had a
string of poorly operated and failed businesses and now
could potentially sit vacant for long periods of time. Paul
Hennessy is a professional restaurateur who has proven he
can operate a successful business without negative impact to
his neighbors. One patron pointed out “we have only to look
at Hermosa Beach where the police hold Hennessey’s up as an
example.”
In the end, the
city council voted in support of business with a 3 to 2 vote
agreeing with the Chamber and citizens who testified in
favor of giving HT Grill a chance to prove themselves under
the following extended hours: Closing at 2:00 a.m. on
weekends and holidays; Closing at 1:00 a.m. on week days;
Patio area closing at 10:00 p.m. on weekdays; Patio area
closing at 11:00 p.m. weekends and holidays; Valet parking 6
pm to closing.
How they voted: The above motion was made by Councilman
Szerlip and seconded by Councilmen Diels and Bisignano.
Councilman Parsons & Councilman Cagle voted no because they
had concerns about the extended hours of operation.

Business License Increase Question for March 2005

Chamber Position: SUPPORT
The City Council struggled with several staff
proposals that would increase the business license
tax in order to bring Redondo Beach closer in line
with other local cities. The Redondo Beach Business
License tax has not been increased since 1991 and is
currently only 2% of the City’s General Fund
Revenue. The most recent proposal
that was being considered as a possibility for
voters to decide was a gradual increase over several
years with a CPI kicking in at the end. When those
proposals failed, Councilman Szurlip, made an
alternate motion to simply add a CPI to the current
Business License Tax formula.
Citizens of Redondo Beach will have the opportunity
on March 8 to vote YES or NO on a simple CPI
increase to the Business License Tax.

Transient
Occupancy Tax (TOT) Question For March 2005 Ballot
Chamber Position: SUPPORT
In March 2005, Redondo Beach voters will be asked to
vote yes or no to authorize the city to increase the
Transit Occupancy Tax (TOT) from its current rate of 10%
to 12%. The TOT is a tax charged by hotel owners to
guests. The increase would result in $195,000 to the
City’s General Fund 2005 – 2006. The City Council voted
unanimously to place this issue on the March local
election ballot.
