Redondo Beach
Chamber Calls Upon Business Community to Reform California
On November 8,
voters will decide a variety of important state ballot
measures affecting parental notification; teacher tenure;
public employee union dues; state budgeting and spending;
political redistricting; prescription drugs; and electrical
service regulation.
ISSUE 1:

Positions on State Propositions
Proposition 73
Waiting Period
and Parental Notification Before Termination of Minor's
Pregnancy. Initiative Constitutional Amendment.
Redondo Beach Chamber Position: NO POSITION
Amends
California Constitution, defining and prohibiting abortion
for minors until 48 hours after physician notifies minor’s
parent/guardian, except in medical emergency or with
parental waiver. Mandates reporting requirements.
Authorizes monetary damages against physicians for
violation.
Proposition 74
Public
School Teachers. Waiting Period for Permanent Status.
Dismissal. Initiative Statute.
Redondo Beach Chamber Position: SUPPORT
Increases
the time required before a public school teacher may become
a permanent employee from two years to five years. Applies
to teachers whose probationary period began during or after
the 03-04 fiscal year. Modifies the process by which school
boards can dismiss a permanent teaching employee who
receives two consecutive unsatisfactory performance
evaluations.

Public
Employee Union Dues. Restrictions on Political
Contributions. Employee Consent Requirement. Initiative
Statute.
Redondo Beach Chamber Position: SUPPORT
Prohibits
using public union dues for political contributions without
individual employees’ prior consent. Excludes contributions
benefiting charities or employees. Requires unions to
report political contributions to Fair Political Practices
Commission.
Proposition 76
State
Spending and School Funding. Initiative Constitutional
Amendment.
Redondo Beach Chamber Position: SUPPORT
Places a
limit on state expenditures based on an average of revenue
growth in the three prior years. Grants the Governor
authority to reduce state spending unilaterally during
certain fiscal crises. Changes several Constitutional
provisions relating to the minimum funding guarantee for
K-12 schools and community colleges, and makes other changes
relating to transportation and other funds. Together, these
provisions will likely reduce state spending compared to
what it would be under current law and provide a smoother
pattern and perhaps a different mix of state spending.
Proposition 77
Reapportionment. Initiative Constitutional Amendment.
Redondo Beach Chamber Position: SUPPORT
Amends
state Constitution’s process for redistricting California’s
Senate, Assembly, Congressional and Board of Equalization
districts. Requires three-member panel of retired judges
selected by legislative leaders.
Proposition 78
Discounts
on Prescription Drugs. Initiative Statute.
Redondo Beach Chamber Position: NO POSITION
Establishes discount prescription drug program for certain
low- and moderate-income Californians. Authorizes
Department of Health Services to contract with participating
pharmacies for discounts and with participating drug
manufacturers for rebates.
Proposition 79
Prescription Drug Discounts. State-Negotiated Rebates.
Initiative Statute.
Redondo Beach Chamber Position: NO POSITION
Provides
drug discounts to Californians with qualifying incomes.
Funded by state-negotiated drug manufacturer rebates.
Prohibits Medi-Cal contracts with manufacturers not
providing Medicaid best price.
Proposition 80
Electric
Service Providers. Regulation. Initiative Statute.
Redondo Beach Chamber Position: OPPOSE
Subjects
electric service providers to regulation by California
Public Utilities Commission. Restricts electricity
customers’ ability to switch from private utilities to other
providers. Requires all retail electric sellers to increase
renewable energy resources procurement by 2010.

Redondo Beach Chamber Urges Voters to Become Informed About The El Camino
Community College District Board Election on November 8,
2005
Redondo Beach has the opportunity to decide who will serve on the El
Camino College Board of Trustees. Our community college
educates our children and trains our current and future
workforce.
Millions are being spent on TV, radio, newspaper ads, and
direct mail to win your vote on the statewide propositions.
On the other hand, the information available for the
campaign closest to home is miniscule.
Don’t let the El Camino College Trustees election slip the
crack. El Camino College prepares students to transfer to
four colleges and universities; trains fire fighters for
Redondo Beach and other South Bay cities; educates students,
workers and managers for local manufacturing jobs; and
provides educational and cultural opportunities for seniors
and local residents.
Read your voter pamphlet. Vote for the candidates that you
believe will put the El Camino College Mission above special
interests or personal political ambitions. Vote for the
candidates that will keep El Camino College a strong local
institution for our kids and our business community.
